Director of Outpatient Services
Job Description
The Director of Outpatient Services is responsible to the Chief Operations Officer for the treatment services and overall conduct of the Gibson Center For Behaviroral Change outpatient treatment programs. This includes, but is not limited to, state-contracted Primary Program, private and insurance outpatient referrals, and other treatment programs that may be implemented, contracted or developed.
RESPONSIBILITIES AND DUTIES:
- Direct supervision of counselors and operations of the outpatient programs.
- Direct supervision of Support Staff, Lab (UA) Technicians, and other staff as assigned who work in outpatient programs.
- Ensure clinical programs are in full compliance with and meet or exceeds required clinical standards.
- Act as liaison between clinical program and other community agencies including counseling centers, churches, physicians, hospitals, courts, attorneys, probation and parole officers, as well as other referral sources, consumers and insurance companies.
- Continually monitor and audit clinical records, charts and billing.
- Provide and/or coordinate in-service training for staff.
- Engage in active marketing the clinical programs and the Gibson Center For Beahavorial Change.
- Serve on the Performance Improvement Committee.
- Attend off-site meetings as appropriate and/or directed by the Chief Behavorial Health Officer.
- Recommend hiring, disciplinary action or dismissal of personnel staff. Complete corrective action plans or write ups as necessary.
- Recommend improvements to current clinical program.
- Investigate new or developing programs and make recommendations to the Chief Behavorial Officer as to the advisability of implementing the same.
- Review and monitor clinical records, charts, contracts, and ensure billing is completed for outpatient private location.
- Complete all insurance enrollments, EAP enrollments, and keep up with Licensure compliance/insurance certifications for all staff in the private practice location.
- Ensure personal qualifications are maintained as well as those of the clinical staff.
- Train all new and existing staff supervised, ensuring they are qualified to carry out assigned tasks.
- Provide group and individual counseling, educational activities, intake and/or assessments as needed.
- Ensure policies and procedures reflect current practices.
- Authorized representative of the Chief Behavioral Health Officer to discharge clients from the Outpatient Program.
- Ensure appropriate logs and records are maintained for the outpatient program.
- Actively support and enthusiastically participate in all activities engaged in by the Center.
- Complete other duties as assigned by the Chief Behavioral Health Officer.

POSITIONS SUPERVISED:
Outpatient Counselors, Outpatient Group Facilitators, Lab (UA) Technicians, Support Staff.
QUALIFICATIONS:
Minimum of four years related employment experience providing mental or substance abuse services. Supervisory experience required. Must have at least Bachelor’s Degree in a human services field social work, psychology, or counseling or be a Certified Substance Abuse Counselor, Registered Substance Abuse Professional Experience or a Certified Co-Occurring Disorder Professional. Working with dual-diagnosis clients is desirable.
